Ist Public Meeting - 21st March 2015
We were delighted to see so many parishioners at the Public Meeting on 21 st March. Mervyn Pannet, Chairman of the Neighbourhood Plan Steering Group (NPSG), explained the importance of producing a Neighbourhood Plan in shaping future development in the village. Wiltshire Council’s Core Strategy requires the grouped villages of Tilshead, Shrewton, Great Wishford, Porton and Winterbourne to accommodate 184 houses in the next 11 years. This could equate to some 30 to 40 houses in Winterbourne. This can either be infill or within separate developments. A number of areas, known as Strategic Housing Land Availability Assessment sites (SHLAAs) have been initially offered for consideration by developers and owners. These are large areas in the village and not all are suitable. The NPSG would like to hear if anyone is considering making smaller plots available in the next few years, such as part of a large garden.
Without a Neighbourhood Plan, the village will have no control over future development, either in size, design or affordability of housing. With a Neighbourhood Plan our views will have a legal influence and we will also benefit from a higher percentage of the premium on new housing, the “Roof Tax”, to spend on village amenities.
The Public Meeting gave overwhelming support to producing a Neighbourhood Plan and to registering the entire area within the Parish Boundary for the Plan.
Volunteers came forward to either join the Steering Group or to offer assistance in website design, book-keeping, planning, promotion, researching, delivery of leaflets and questionnaires, plus general administration. Further help is welcome and especially with environmental issues.
2nd Public Meeting - 2nd April 2016
The second public meeting was very well attended - the purpose of the meeting being to acquaint the village with the progress on the Neighbourhood Plan. The Neighbourhood Plan now has it’s designation and the real work of identifying and assessing potential development sites has begun in earnest. These sites will be the subject of a referendum where people who live in the Winterbournes will have their say in what development.
The Neighbourhood Plan Steering Group were very pleased to welcome additional members to help with the workload in producing the Plan and they have certainly made a valuable contribution to moving things forward.

3rd Public Meeting - 8th October 2016
The third public meeting was well attended - the purpose of the meeting being to acquaint the village with the initial analysis of the Neighbourhood Plan Questionnaire. The various sites were presented - along with the responses from the questionnaire - which gave an idea of the general feeling of the Parish. These sites will eventually be the subject of a referendum where people who live in the Winterbournes will have their say in what development is embarked on. The task of putting the plan together will now be embarked upon - urged on by those who attended the meeting to complete this as soon as possible.

Annual Meeting of the Parish Council on the 25th May 2019
A Village Meeting was held at the Annual Meeting of the Parish Council on the 25th May 2019 where the Neighbourhood Plan was presented and some feedback on the Consultation was given. The general consensus was that the Plan was thorough and that the final stages needed to be completed to secure the future of development in the village.
