The endorsement from the Village
Following a public meeting on the 21 st March 2015 at the Glebe Hall at which the need for a Neighbourhood Plan (NP) was described and discussed, the residents of the village took the decision to go ahead with the task of producing a Neighbourhood Plan for the Winterbournes. The meeting also overwhelmingly voted that the Neighbourhood Plan should cover the entire Parish, so the Neighbourhood Plan boundary would be the same as the Parish boundary.
Local landowners have the opportunity to make land available for development by registering with the Wiltshire Council Strategic Housing Land Availability Assessment (SHLAA) - and a number of potential sites have been put forward. These sites do not have any endorsement at present and are largely outside of the current housing boundary. These sites will be evaluated carefully to enable the best possible solution for the village to be achieved.
Designation Granted - The Next Stage
The Winterbourne Neighbourhood Plan has now been granted designation with Wiltshire Council so the Steering Group will be able to start in earnest in formulating the Neighbourhood Plan and obtain professional advice to ensure that the Plan is an effective tool to determine the future development of The Winterbournes and preserve our beautiful surroundings. There is growing collaboration with neighbouring parishes and there will be a Public Meeting soon to seek further views from the community.

The Questionnaire had a good response rate and the data is proving very useful.
Consultation on the Draft Plan
The Draft plan was circulated throughout the parish ready for the start of the Consultation period which commenced on the 4th of March 2019 and ran through to the 15th April 2019. There were two ‘drop-in’ sessions held at the Bourne Valley Methodist Church – one between 10.00am and 1.00pm on Saturday 23rd March and the second between 6pm and 9pm on Wednesday 27th March. Various interested parties attended and it was a good opportunity for parishioners to meet members of the Neighbourhood Plan Steering Group to talk the Plan through.
Village Meeting 25th May 2019 following the Consultation in Spring 2019
A Village Meeting was held at the Annual Meeting of the Parish Council on the 25th May 2019 where the Neighbourhood Plan was presented and some feedback on the Consultation was given. The general consensus was that the Plan was thorough and that the final stages needed to be completed to secure the future of development in the village.
Jan/Feb 2020 - Regulation 16 Consultation
The Neighbourhood Plan Steering Group have made revisions to the draft Neighbourhood Plan following the March/April 2019 consultation. The revised plan and supporting documents have now been submitted to Wiltshire Council, who have commenced a consultation running from 6th January to 18th February, known as the 'Regulation 16 Consultation', details of which can be found here.
The next step after this consultation is for the plan to go to independent examination, where an inspector appointed by Wiltshire Council will judge whether the plan meets the relevant legislative criteria known as the 'Basic Conditions'. Comments received during the consultation will be made available to the inspector. Subject to the outcome of the independent examination, the final step will be for the plan to go to a village referendum.
